You can't work in pdf's in that manner. A pdf can't start out as a blank document that you create. You'd have to have Adobe Standard profession version, in which you can do some editing, although not extensive editing. The document would still have to be created in another application, Word, or a graphics application, and then converted to pdf. There is no other way.

I don't know why converting a Word document to a pdf is not an option, but if you don't have that capability, and if you can get what you want out of a Word document, do it in Word and then bring it to a place that will convert it for you. The cost would be minimal. Around where I am, it would be Kinkos. Staples chain might do that, but I wouldn't use them personally... they aren't professionals in that area of quality printing and other graphics tasks.
The only program which will like job used in your magazine is Adobe Acrobat ver 9. There other third pary programs which convert different files into PDF, the only program which will work is actual program. In Acrobat you have complete control on placement, layout, and drawing lines. The convert cannot do this.
The file you are looking at was created with Adobe InDesign. You could create something similar with a program like Scribus (free open source) or with Publisher and then convert it to PDF using Solid PDF Creator which is free.
If you want to create PDF file with images or other format files, you can try A-PDF Creator. This software is professional on converting all kinds of printable files to PDF format, and you just need to select ';Print'; command and choose ';A-PDF Creator';, then your file will be converted to PDF format as quickly as possible. Further more, you can add watermarks, set security, change page layout for output PDF files.
