Yes, international mail costs more. You can use US stamps.

USPS will sell you a $0.98 stamp and that covers letters and postcards to Europe. I send letters to the UK a lot and all have so far made it to their intended destinations.
I believe - but correct me if I am wrong - that a stamp for domestic mail is something like $0.44. You can use these stamps but you would have to use several at a time, ensuring that the total exceeds $0.98. Your letter won't make it to the Netherlands otherwise.
